Many places now call it "HOV Lane" which is probably more accurate. High Occupancy Vehicle. And, Yes, the police DO enforce it at times.

Most times the lane moves faster. Next time, look at the cars who are not in the HOV lane. The ratio is probably 10 to 1. And every one in the "slower" is carrying only one person.
