Don't know about AA directly but I know with US airways you have to pay the excise tax when buying miles from them (even with an australia address).

I guess you are buying the miles and using them (to 'purchase' a ticket) inside the US.

I wonder if you can buy miles via AA.com's Australia site that would be exempt? (but then maybe subject to GST?)
