QF are know to fly with empty J seats even though a passenger have requested an upgrade. That has happened to me when I was Plat statuts (NZ to Aust flights). Many upgrades get declined especally if flying at peak business travel times (weekends)
The buy one way & award the other is a good option. IIRC upgrade & full J reward come out of the same fare bucket (U?)
