Does it make a difference if it's a hotel that has a separate family pool and regular pool?
Here in the valley of the sun (PHX), it is the code of all the cities in the valley to requires any toddler that isn't potty-trained to wear a swimming diaper under their swim suit. Last summer, our son (3YO) was potty-trained but we still put on the swimming diapers just in case.
If he is only wearing swimming diapers then that is frown upon.
