So everyone is ready to tell front line staff to ignore their judgement and only raise safety concerns where they see passengers with wires sticking out of their panties? I for one am not. Much as we have in many jurisdictions come to expect bartenders to judge patrons sobriety we expect the front-line airline staff to display appropriate judgement as to what constitutes out of the ordinary behavior and AFAIC until I hear otherwise from witnesses on the scene I will take their first-hand observations at face value. Again were this to be happening dozens of times a day in Canada it would be cause for concern but I don't see that happening here at all and like to think I keep a pretty close watch of the aviation scene in this country.

I'll leave that behavior for others on this forum.
