It's to a program Hilton runs called "Hilton Racing," which is geared toward automobile enthusiasts. The program itself is free to join and it does include a 'fast track' to Gold status - four stays within 90 calendar days will do it. (I've also heard you can call Hilton and get them to fast-track you, but I'm not sure which office or number you would call. Someone?)

As far as I know this program isn't exclusively for people from the U.S., since there's a pulldown menu where you enter your nationality (Denmark IS included).

I'm afraid I can't be of much help as far as getting the Surpass card in Europe - I already have one so the application site I linked above won't work for me. Try calling 1-800-223-2670 to ask - if it won't work (800 numbers often don't from Europe), try calling through the operator or use Skype.com. I'll see if I can find a non-800 number for card applications.
