Travelling with a friend who had a flashing tag on his securly attached only to have it "fall off" when he collected the luggage from the carousel.
If you have the tags why not use them.
I am not so sure that they just 'fall off' either, but it is hard to prove one or or another what happens to them.
I see no issue in using the tags - I usually have a tag of some description on my bag, and sometimes it is an Ambassador tag.
