The reports I've read indicate that:
``The president will accept that recommendation and create an emergency board if the parties are unable to reach a negotiated settlement,'' the statement said.
So he hasn't created the PEB quite yet; but indeed he says he will. This appears to negate the possibility of a service disruption in July/August.
Personally, I am torn. It's very hard to say I am happy with anything Bush has done, and fundamentally I support the right of employees to strike for better working conditions. However, we're booked in BC on 7/11 to London - back from Paris on 7/29 and I'm very happy to know we'll be going (and coming)
