AFAIK the US government disagrees. A flight on a foreign carrier's metal is considered to be on a US flagged carrier if the flight is coded on a US carrier (at least as far as the Fly America Act is concerned). By this logic, CO flight xxxx, operated by UA, is a CO flight.
