As a former InterContinental employee (an actual IC hotel, not the group), I can say that porters and doormen do look out, and are required to look out, for PC tags. We had many Royal Ambassadors who used their tags at check-in, and that usually means the porter takes them right up to the club lounge for check in (if there is no dedicated guest relations desk). Also, my recent visit at IC BKK, I saw several PC-tagged guests taken right up to Club Level for check-in. Not sure if all hotels are following the rules though..
I find that it's usually better to show my RA card upon check-in rather than hope that they will notice my small luggage tag. By showing the card I'm implicitly asking for the relevant RA privileges and I find that most hotels generally are proactive and will tell me what my benefits are when they see my RA card.
In essence, I still use my Amb and RA luggage tags but they're more for decorative purposes than anything else.
