Attempted theft of service before she paid for a the ticket/change fee at the gate.
Good luck trying to prove intent, no less so when payment was made by one party and accepted by another.

It's not that difficult to do -- especially when only one gate agent is working the flight or all the gate agents are busy with a swarm of people all around and people buzzing behind them. While the FA passenger count may catch it after the fact, it's not unheard of the FA passenger count to be inaccurate once or more and even finally.
