Hmm... could it mean new Visa accounts alone (i.e. you never had a Citi AA Visa before)? That was the case with me (I already had the MC and Amex and never the Visa) and the application went through fine for me.

The new Citi offers are definitely more specific in their main offer page which wasn't the case earlier (though their T&C has the same line that you pointed out):

"This American Airlines AAdvantage® miles offer is valid only for first-time Citi® / AAdvantage® cardmembers who apply pursuant to this offer for an account by February 28, 2010."
