If the airplane is at a complete stop and the engines are off, you can move about. You definitely have some crew coordination going on where you advise the cockpit. If the captain feels that you might be leaving sooner than later, you just limit the amount of movement. You can't completely bar people from access to the lavatory. That is usually when the engines are still on, or at least one engine is on. Most captains will tell everyone go ahead and get up, use your cell phones, whatever. FAA regulations stipulate that nobody is up if the aircraft is in motion or if you are on an active taxiway or runway. If you are off to the side in a hold, it is a different story.
