I had the same issue when applying for the 30,000 mile Visa offer back in late December. The combined credit limit on my Citi AA MC and Citi AA Amex was well over 40K. So, my Visa app was rejected for the same reason and I was told on the phone that I should wait 6 months before reapplying! After a couple of days, I called in and got my MC line reduced such that the combined limit on the MC + Amex was no more than 21K.

After waiting out a couple of months, I just applied for the Visa again and got approved instantly online!! Thankfully, I retained the link from back in December (this is valid till Feb 28th!) that allows existing card members to apply - all the new links from Citi marketing are for first time members only and some of them do not even waive the card fee for the first year! And, this is the Business Visa link - not sure about your question about any documentation that Citi might ask about the business though (never applied for any of the business cards).
