Not sure which number you started with. I've had good luck (n=3) calling 888-270-2127. Each time I've talked with somebody who not only seems to have English (the watered down US version) as their first language, but they were very helpful. Good luck.
Thanks for the number - they were the only people within Chase who knew anything. However, they were adamant that the docs had to be copied and sent in by mail, faxed in, or a branch could send them in for me - so I told them to cancel the app, I'm not interested.
