You could take a look at the Delta FF program. When booking KLM on Delta Codeshare, you will get 100% sky miles as far as i know.

Having said that, I do not believe that Skyteam carriers are very generous with upgrades in general. I don't know the exact facts about Delta, but in general getting an upgrade on KLM is very, very hard.
