Ok, a couple of things:
1) Laptop power bricks are supposed to be able to handle voltage fluctuations.
2) If you want true line conditioning, get a UPS unit.
3) Whether you trip the fuse on the power strip or in the room, it doesn't make much of a difference.
4) True power surges/spikes are pretty rare events. Rare.
4) At worst, you fry your power brick. Replacing them are cheap.
5) Even if these surges/spikes get to your laptop, eventual damage takes a long time. Far longer than the normal 2-3 replacement cycle of the laptop itself.
If you truly must take a power strip, then it really doesn't matter which one as anything other than a true UPS unit isn't really worth beans.
