I'm not sure why you pose that question. My point was to show that rogue TSA screeners exhibit questionable, unprofessional, outrageous behavior while exerting their "authority" all the time. Quite often that behavior is so out of line (as opposed to routine rudeness, theft and incompetence) that it makes the news. The fact that such behavior is wide spread, occurring at many airports, indicates that it is not a result of poor supervision at one or two locations but rather is part and parcel of the agency's makeup.
It is becoming apparent to even the most casual observer that TSA tolerates bad behavior by screeners and may actually, unintentionally encourage it. Did the screener in question decide to harass the lady because she was wearing a Cowboys jersey? I can't say. Did the screener have reason to believe he could harass her with impunity? Absolutely. TSA has created an environment where screeners suffer no repercussion for bad acts. It should be no surprise that a segment of the TSA workforce takes advantage of that environment.
