You may want to change your title. I ticketed a CI leg to an award, earlier this week. Of course not to your destination. I'd check revenue flights and see if it's a normal route. As always call back and get a different agent and see if the answer changed.

the funny thing is that they say all CI flights must involve US. seem like a strange answer. just get frustrated. they cant find anything for the entire year.
