They are not intentionally trying to lie. They are going off paperwork they received. Sometimes not everyone shows up for a flight (switched to an earlier, missed, etc), however they are still working off information they may have gotten when they started the day.
I promise FA's are not out to deceive the public about how many seats are open. What would be the point of that?
The point of that could be to get folks more disposed to take the first available seat rather than look around for a better one and to get passengers to take items laying on an empty seat off it.
