They are not intentionally trying to lie. They are going off paperwork they received. Sometimes not everyone shows up for a flight (switched to an earlier, missed, etc), however they are still working off information they may have gotten when they started the day.

I promise FA's are not out to deceive the public about how many seats are open. What would be the point of that?
