All international segments are BF or Business. Only segment in F is Shanghai Airlines in China which is a domestic seg on a two-class A/C.
Other FF programs (ie, Aeroplan) have the same issue. It's either one of 2 things : A) A glitch as the computer saw "O" as a booking class in your reservation calculated the mileage cost based on that, and the agent did not catch it or B) CO policy to charge the mileage for a F reward even if travel is on two-class aircraft.
