My husband applied for a new passport about 4 wks ago to travel to Guatemala on Feb. 24. He chose not to expedite (dumb!). He called last Friday (2/12) and had the app changed to expedited. Today (2/18) it is still being "processed" and it is looking bleak. QUESTION: We have another copy of his birth cert. Can he take this to a Regional Passport office and get a passport on the spot -- even though he already has an app in the works?
