You should apply to the country that is your main destination. Only if there is no main destination should you then apply to the country where you propose to enter the Schengen area.
I think the point the OP was hinting at was that he would draw up his initial itinerary based on what Consulate is known to be the most helpful, and then make adjustments to it later. There is no law against changing one's plans.
My comment about "choice" was based on what I understood the OP to be hinting at...
