Regarding the LAN site: I've read about non-residents being charged extra at the airport because they had booked the resident fare online. I assume you're saying the "Plus" will cover that?
Yes, only the "Base" fare is residents-only (and they will fine you if you've bought it and aren't a resident), the "Base Plus" fare doesn't have that restriction.
