You should apply to the country that is your main destination. Only if there is no main destination should you then apply to the country where you propose to enter the Schengen area.
That is the letter of the law. To what extent it is rigorously enforced, particularly in cases where it is a matter of judgement about what the main destination is (or, indeed, whether there is a main destination), I cannot say.
