I am a green card holder as well and I applied at the Belgian Embassy. The whole experience was great, the ladies at the visa section couldn't have been nicer and I got my visa within a week becuase I have a Pakistani passport and for Pakistani nationals the wait is much longer than people from other countries. I don't know if Belgium has a consulate in San Fransico but if it does, you should look at applying there.
