OP, do you mean Chinese-produced wine, or wine for sale in China?
Chinese wine (made in China) just plain sucks.
Perhaps you are thinking about the recent repeal of excise tax on wine in Hong Kong, which makes the auction of high-value wines (mostly French and cult California wines) very lucrative there. In this case, yes, I can see many people making trips to China (Hong Kong, that is) to buy wine. Except the wine they are buying is Western wine, not Chinese in origin.
