No this is non sense. All it takes is for the GA to print the upgrade list. I am sure they have this functionality. The GA comes down and says goodbye to the FAs anyways, it wouldn't take five minutes to "invite" a few people for the open seats in first. If the now in Y passengers don't feel like moving, move onto the next.

The boarding game is complicated enough as it is, now we have to wait for everyone to board just to get a possible up'g? Why could NWA do this w/o any problem and DL says it's above and beyond?

It just seems so easy to me anyways, too bad we don't seem to have any GA's here that could tell us what the big deal is.
