Personally, I think that upgrades should be processed at T-40 minutes, just prior to boarding, allowing all upgraded passengers to board and stow their luggage.
I think it's a terrible idea.
It solves a smaller problem but creates a bigger problem. It's good for those waiting for BF upgrade and makes GA's life less hectic. But it's a nightmare for already upgraded people who are connecting. There are 40 minute legal connections.
