I wonder how closely the collection is tracked and reviewed. I recently used 2 SSWUs for me and a friend but the GA only collected 1 thinking that the other GA collected my friend's (she didn't). Given that boarding can usually be rather hectic, surely they would mandate that certs are collected earlier in the process.
I always wondered this too. A few years ago, I upgraded using a cert from PBI to YYZ. Those were the days UA was still at PBI and were doing check in/boarding for AC. No one would collect it. At check in, they wouldn't take it. At boarding, I had it in my hand ready for her to take, but she definitely had no interest in taking it. I was seated in J of course, and wasn't trying to beat the system at all - but no one would actually take the cert.
