Yes. They do. You sometime have to hang on to the last minute to get them. I have watched the upgrade sit at £750 for a week, and then on the day before drop to £99. Trouble is, if it doesn't, you're stuck in Y.
I've had them come up at OLCI too, as well as in MMB.
On one rare occasion, I got a cheaper upgrade to WT+ earlier on and then found I had an OpUp to CW at OLCI. I had to blink a few times and check the booking before I believed it...
