while the slowing down does make sense on some level i would say its definitely inappropriate for them to tell you what you are doing is inappropriate.

if i'm paying the hotel for internet use, i should be able to complain to the hotel about that service. i didn't have any contact with the provider. i paid the hotel and the hotel advertised it as being a benefit of staying at the property. it shouldn't be any different from the shower being broken or the treadmill in the gym being broken.
