Taken directly from United's Customer Commitment at http://www.united.com/page/article/0,6722,1507,00.html:
Given that customers may choose to leave the gate area once a delayed departure time is announced, it is our policy that a delayed flight will not leave the gate prior to the revised departure time, even if an earlier departure is possible.
Basically, UA habitually ignores its own publicly documented procedures.
