I have pointed that out to you on several occasions, but just in case you missed it, I can't talk about the BDO program past what the agency has published. I can make the statement that I believe that the program works without being required to post ad nauseum about how it works, because it is MY belief. I see it in action and think it is an effective tool for the agency, that is all I really have to give you guys.
