I often "test" a new hotel with email first...a quick response is usually a sign of potentially good, attentive service and its generally worked out that way I found. I find about 50% of IHG's in Canada "never" reply, about 25% in the US. Some are professionally prompt and responsive so its the two extremes...all or nothing. True its not just IHG but a Management issue at many Chains.
