I can make the statement that I believe that the program works without being required to post ad nauseum about how it works, because it is MY belief. I see it in action and think it is an effective tool for the agency, that is all I really have to give you guys.
If you call 1% of people being arrested out of the 1% of people being harassed by BDO's which are less than 1% of the traveling public a success (and none of the arrests related to terrorism), then yes, I guess that can be considered a success.
