London black cab meters are sealed and tamper proof. Taximen can't change the times. When the tariffs change all the black cabs have to go to a set location to have their meters recalibrated. One of these locations used to be (don't know whether it still is) a vacant site on Woolwich Manor Way immediately across the water from the very end of the LCY runway.
