I'm with the OP on this one. This is not about getting an upgrade, per se. It is about the lack of professionalism with the excessive flirting of an employee with a customer and using that employee power to continue to be unprofessional. It simply should not happen.

At least in my line of work, it is grounds for sanction and dismissal.
