as a private pax you can definitely use a r/t as a one way every now and then, as a company with high ticket volume booked thru the same TA, not so much...
The TA working for the European Commission in Brussels does it on a regular basis (according to them), so I would definitely not worry. I am sure the EC knows European law! Just cancel the return once you have flown the final leg that you want to fly.
