You can see if there's NC available at booking my using Expert Mode and looking at the fare classes in a dummy Standard Award booking. If there's NC, it will clear (note that united.com is often wrong, so calling is the only 100% sure way to know). If not, it will waitlist. But you have to pay for the W fare up front, not knowing whether it will clear or not.
