Is it the customer's fault that DL prints too many FF miles + PMUs resulting in such an inequality? Somehow AA manages to balance the equation just fine.

I think it is mathematically possible to include many of the items on jimrpa's list and allow upgrades on any fare. DL just doesn't want to put customers ahead of non-revs.
