Read the threads in the Credit Cards forum that relate to churning Citi cards.

Sadly, you will find that it has become MUCH more difficult since Citi essentially collapsed in the credit crunch. They are still in business (with oodles of gov help), but have really cut back on the churning.
It may still be possible but it is lots harder than before.
