I am currently trying to book a group (13) from ROC to LHR (6/21-7/5). I have tried moving around to different airports - I figured I'd stick the students in a van -but the cost's were auctually more.

I have been quoted $662pp on W's but with tax the price is $1,063.2. Why is it that the base fare can be discounted so much but the tax's still bring me to what I can buy on the internet?

Does anyone have any advice? I am trying to stick with UA so if anything goes south between the flights or with booking I know who to work with and how to get things done.
