My experience when there is such a big difference between seat availability and the seat map is that there are a number of seats being held for upgrades (big waiting list perhaps) but have not yet been released. Result is that the people haven't yet had their upgrades confirmed but there will be seats available (at least for some of them). United seems to do this more and more and not release the seats for upgrades until a few days before the flight or day of...
