Some FA's enforce it and some don't. Some who do enrorce it do so selectively depending on their perception of whether the passenger involved is likely to be a tewwowist.

Some FA's just go by the book regardless of who attempts to get up.
On about half of my TATL or TPAC flights, I see some people getting up to get their luggage down from the overhead bin while the plane is still on its way to the gate. On my last NRT-JFK flight the FA had to actually get up and tell one passenger to sit down by tapping on her shoulder. SHe was totally oblivious to the two requests the FA made.
