Flight Pass aren't really promoted as a leisure product (except the SunPass) so its just going to be a larger number in the ITC box for most corporations.

As for the leisure travellers and medical professionals out there who can't claim back the HST, just move your Aeroplan profile to Alberta for a few days and your tax problems are solved!
