It's not really a bad idea. Remember that the guests must be guests of a silver/gold. Not a system where anyone can pay for access. Someone must be eligible for lounge access to guest.
The main benefit of such a system would be to eliminate the "discretion" by the lounge agents. You can take one guest free, if you want more, pay for it. Simple and nobody can argue with this.

LTN Phobia that the guest cost should be at least £30.
