SFO-FRA is just a very very hard upgrade as there are a lot of paid pax since it is the gateway to Europe from the west coast for UA and *A. Once the 2nd flight comes upgrades will be more.

SWUs are still valuable even though there a fewer seats. There are just some routes that are VERY tough.

Try IAD-Europe or IAD-KWI I have good success there

IAD-DXB is getting tough in C/F because of paid pax but will get easier once summer starts here since that is low season in DXB.
