V is the fare bucket that complimentary UGs come from. If V=0 leading up to T-24 then no one, DM, PM, GM or FO gets an UG. If you have not received an UG before arriving at the airport and the UG list remains unchanged, then no UGs have been processed. In this event it becomes BF or battle field UG where your place on the list is impacted by fare class purchased as well as elite status.

Note - only PAX who have checked in appear on the UG list. You may check in at T-24 but if a bunch of higher elites wait until T-2 to check in, your place will change considerably in the last hour or two. If you are on the UG list the kiosk should mention you are standby listed for an UG, or some verbiage to this effect.
